Josh Bradley | Chief of Staff
An East Texas native, Josh brings Legislative and Executive Branch experience to the role of Chief of Staff. A graduate of the University of Texas at Tyler and former Bill Archer Fellow, Josh began his career interning for Congressman Louie Gohmert (R-TX-01) before serving in the offices of former Congressman Pete Olson (R-TX-22) and former Ways and Means Chairman Kevin Brady (R-TX-08). He then spent two years focusing on border, trade, and economic security policy at the U.S. Department of Homeland Security under President Donald Trump’s first Administration. Prior to joining Congressman Moran’s office, Josh served most recently as the Deputy Chief of Staff and Legislative Director for conservative Congressman Barry Moore (R-AL-02). He lives with his wife (also an ETX-native) and daughter in Northern Virginia.

Cruz Perez | Legislative Director
Cruz, a native of Tyler, Texas, has served in Congressman Moran’s office since he was first sworn into office on January 3rd, 2023. Cruz began working for Congressman Moran as a Legislative Correspondent and worked his way up to Legislative Assistant and Senior Legislative Assistant before being promoted to Legislative Director. Cruz is a proud graduate of Tyler Junior College and Baylor University, where he received his B.A. in Political Science with a minor in Religion. His time serving in Congress includes work in the office of fellow Texas conservative Republican, Congresswoman Mayra Flores (R-TX-34).

Emma Chance | Legislative Assistant
Prior to joining Congressman Moran’s office, Emma previously served as a Legislative Correspondent for U.S. Senator Mike Crapo (R-ID). A native of Shreveport, Louisiana, Emma graduated from Louisiana State University (LSU), before moving to D.C. to work in U.S. Senator John Kennedy’s (R-LA) office. She is currently in law school at the George Washington University Law School in Washington, D.C.

Henry Kull | Legislative Correspondent
Henry started in Congressman Moran’s office as an intern and was quickly promoted to Staff Assistant before assuming his current role of Legislative Correspondent. A seventh-generation Texan, he graduated from Texas A&M University with a bachelor’s degree in political science and is a native of Dallas, Texas.

Julie Braymer | Communications Director
Before serving as Congressman Moran’s Communications Director, Julie worked in the press shops of U.S. Senators Kevin Cramer (R-ND) and Jerry Moran (R-KS) and was actively involved in Republican politics and campaigns. Her family’s roots in the First District extend back to 1927, when her great-grandparents first moved to Tyler. Her father is a third-generation Tyler native and graduated from Robert E. Lee High School. Julie is a graduate of the University of Kansas and grew up in Boerne, Texas.

Will Judson | Deputy Communications Director
A seventh-generation Texan, Will was promoted to Deputy Communications Director in Congressman Moran’s office after serving as his Press Secretary. Will joined the office after working on various Republican state and federal campaigns, including President Donald Trump’s 2020 campaign. He graduated from Texas A&M University and was raised in San Antonio, Texas.

Molly Berry | Staff Assistant
Molly interned in Congressman Moran’s Washington, D.C., office before joining the team full-time as a Staff Assistant. Molly grew up in Tyler, and she was crowned as the 89th Texas Rose Festival Queen in 2022. She graduated from Texas Christian University.

Charlotte Jones | Legislative Fellow
A native of Tyler, Charlotte served as an intern in Congressman Moran’s Washington, D.C., office and is a graduate of the Bill Archer Fellowship. She earned her master’s in political science from the University of Texas at Tyler Graduate School, and her bachelor’s in political science from the University of Texas at Tyler. Charlotte previously worked as a substitute teacher at Tyler ISD and interned at the Victims of Communism Memorial Foundation in Washington, D.C.

Chelsea Cohen | Deputy Chief of Staff & Scheduler
As a Tyler native with more than 9 years of experience on Capitol Hill, Chelsea worked as Congressman Louie Gohmert’s Director of Operations before joining Congressman Moran’s office as Deputy Chief of Staff and Scheduler. Her expertise revolves around finance optimization, operational efficiency, and schedule management. Chelsea is a graduate of Boston University, and she resides in Tyler with her husband, three young children, and two dogs.

Jalam Lewis | Senior Advisor
Born and raised in Tyler, Jalam served on Congressman Moran’s first campaign for Congress before joining his congressional office on day one as a Senior Advisor. Jalam previously interned in the office of former Congressman Louie Gohmert (R-TX-01). Jalam served on Pastoral Staff at Tyler Metro Church during college. He also began working at the Granary Health Foods at the age of 18 and worked there for 11 years. After graduating from the University of Texas at Tyler with a double major in Political Science and American History, he helped start and manage The South Tyler Granary. Today, in his spare time, Jalam teaches at Harvest Time School of Ministry, located at his home church, Harvest Time, in Flint, Texas.

Shea Thomas | Constituent Services Representative
Shea has served in Congressman Moran’s Tyler office since he was first sworn in to Congress in 2023. Previously, she worked as a Constituent Services Representative for former Congressman Louie Gohmert (R-TX-01) from 2018 through his retirement. Originally from Bossier City, Louisiana, Shea has called Tyler home since 1992. After graduating from the University of Texas at Tyler, Shea taught school for a several years before starting a job in the Financial Aid office at Tyler Junior College, where she remained for almost 20 years before transitioning to congressional service.

Tara Baker | District Office & Academy Coordinator
Born and raised in East Texas, Tara has more than 30 years of administrative experience. She joined Congressman Moran’s office in 2024 after previously working in real estate and property management and serving in an administrative role at her church. Tara resides in Tyler with her husband of 29 years and their two children.

Lindsey Tarr | District Fellow
Recently relocated to the Tyler area, Lindsey serves as an intern in Congressman Moran’s Tyler office. She holds a master’s degree in legal studies from Texas A&M University and a bachelor’s degree in political science and Spanish from the University of Oregon. During her time in undergraduate college, Lindsey was a student-athlete and served as an advocate for the Women in Flight Foundation.

Robbin Bass | District Director
Robbin was promoted to Congressman Moran’s District Director after serving as his Deputy District Director since day one of his term. Prior to joining his office, Robbin was the Director for Business Retention and Expansion for the Texarkana USA Regional Chamber of Commerce, focusing on business and economic development. Robbin also served as District Director for Congressman John Ratcliffe (R-TX-04) from 2015 to 2020 and served as interim Chief of Staff during the transition phase when Congressman Ratcliffe was tapped to be Director of National Intelligence in President Donald Trump’s first Administration. She and her husband reside in Texarkana, Texas.

Ray Wilson | Senior Advisor
Ray serves as a Senior Advisor to Congressman Moran, after working as District Director for Texas Senator Bryan Hughes (R-TX-District 1). He began his career as a staff member during Senator Hughes’ tenure in the Texas House and has worked in state government since 2003. A native of Hawkins, Texas, Ray graduated from East Texas Baptist College and dedicated years to ministry by serving as pastor in Marshall, Texas. He is a devoted husband, father, and grandfather.

Shannon Crisp | Constituent Services Representative (also in the Marshall)
Shannon has served the First District for more than a decade, previously working for Congressman Louie Gohmert (R-TX-01) before joining Congressman Moran’s office at the beginning of his first term. Prior to her congressional service, Shannon worked in customer service at Marshall Pottery Inc. and ran a successful café with her husband in Marshall, Texas, for eight years. She is native to northeast Louisiana but has resided in Marshall for more than twenty-five years where she met her husband of twenty-two years and is raising her three children. Shannon is a graduate of East Texas Baptist University with a Bachelor of Science degree in Education.
