Congressman Nathaniel Moran Statement on Passage of Senate-Amended CR to Reopen the Federal Government

Congressman Nathaniel Moran (TX-01) released the following statement after the House approved the Senate’s amended continuing resolution (CR) to reopen the federal government and restore pay for millions of hardworking Americans by a vote of 222-209:

“After more than forty days of unnecessary hardship, a handful of Senate Democrats finally accepted a commonsense proposal and joined Republicans to end the government shutdown. This resolution keeps spending at or below current levels for the three appropriation bills included and provides ample time to finalize and pass the remaining nine appropriations bills before January 30. This shutdown was avoidable from day one—but unfortunately the Senate and House Democrats chose to hold the American people hostage only for purposes of political gamesmanship.”

For six weeks, Senate Democrats prevented the passage of a commonsense continuing resolution, only to come back and accept the very same plan Republicans had offered more than a month ago. The House has now approved the Senate-amended CR to reopen the government through January 30, 2026, ensuring stability for critical programs while upholding fiscal responsibility and restoring regular order.

Key provisions include:

  • Three full-year appropriations bills for Agriculture, Military Construction & Veterans Affairs, and the Legislative Branch, the first time since FY2019 that regular appropriations bills have advanced through conference.

  • A clean, short-term continuing resolution extending government funding through January 30, free of partisan riders or policy poison pills.

  • Full-year funding for SNAP and WIC through September 30, 2026, ensuring nutrition assistance remains available for low-income families, mothers, and children across the nation.

  • A safeguard against future Democrat-led omnibus packages, preventing bloated, last-minute mega-spending bills before Christmas.

  • Funding stability for veterans, farmers, and federal workers, ensuring critical programs and benefits continue uninterrupted.

  • A commitment to regular order, maintaining transparent, member-driven budgeting instead of backroom deals.

“House Republicans are focused on governing responsibly,” Moran concluded. “We’re restoring order, cutting waste, and keeping America open, because East Texans sent us here to lead with common sense, not political theater.”
