Dear Friends,
Earlier this week, East Texas was pummeled by Hurricane Beryl. East Texans are not strangers to the rain and are resilient in the face of severe weather. I hope that you and your loved ones were able to stay out of harm's way and that the storm had minimal damage to your property. Please visit my website to access state resources if you were impacted by the storm, as well as additional resources to use to prepare for severe weather in the future: https://moran.house.gov/services/severe-weather-resources.htm As always, please do not hesitate to reach out to my office. Earlier this week, I voted in support of the No WHO Pandemic Preparedness Treaty Without Senate Approval Act, which passed out of the House Foreign Affairs Committee and is now headed to the full House for a vote. The bill mandates that any agreement made by the World Health Organization (WHO) regarding pandemic prevention, preparedness, or response is deemed a treaty and must receive proper advice and consent by the U.S. Senate. The WHO is seeking to enact a Pandemic Treaty that would require the U.S. to make concessions that would erode our sovereignty and stifle U.S. innovation. This legislation aims to preserve our sovereignty by implementing the rightful congressional check, enshrined by the U.S. Constitution, on international agreements by requiring two-thirds approval of the U.S. Senate. The Executive Branch has tried time and time again to unlawfully enact international agreements, but this bill reinforces the principle of checks and balances, safeguarding U.S. sovereignty and rejecting bureaucratic overreach. This measure promotes transparency, accountability, and ensures that international commitments align with the interests of the American people. You can find more information on the No WHO Pandemic Preparedness Treaty Without Senate Approval Act HERE.

The Biden Administration has launched a crusade against biological reality, ignoring the natural laws of God. The Department of Education announced its final Title IX rule, which erodes the underlying protections for women and girls. As a father of two young ladies, I am devastated. On Wednesday, I spoke on the House floor in support of H.J. Res. 165, introduced by Representative Mary Miller (R-IL), to block the Administration’s final Title IX rule. The resolution passed on Thursday by a vote of 210 to 205.
As an original cosponsor of this resolution, I believe it is essential to uphold the original intent of Title IX. By supporting this legislation, I stand with countless Americans who believe in the biological differences between men and women, and in preserving fairness and integrity in education and athletics, ensuring that our daughters and granddaughters have equal opportunity and protection.

The Department of Education continues to be weaponized to blur the lines between men and women under the guise of promoting educational equity and fairness. This new rule disregards the natural laws of God and upends Biblical truth that God created men and women equal but unique.

With illegal immigrants flooding across the border under the Biden Administration, now more than ever we must bolster elections against fraud and dishonesty. Since January 2021, more than 10 million illegal aliens have entered the U.S. under Biden’s watch, and many states are even allowing them to obtain driver’s licenses. Fortunately, fellow Texan Congressman Chip Roy is leading the charge to protect American elections with the introduction of the Safeguard American Voter Eligibility (SAVE) Act. This legislation is more critical now than ever. Preservation of our Republic necessitates free, fair, and honest elections. As I said many times as a County Judge in Texas who chaired our local election commission, what we need are SALTY elections – Secure, Accurate, Legal, Transparent elections with “You,” the American citizen involved in every step at the local, state, and federal elections.

I am proud to cosponsor this important bill, which passed the House by a vote of 221-198, because we cannot allow our election system to become hijacked.
The SAVE Act will remove non-citizens from state voter rolls and will require every individual registering to vote to provide valid documentation of American citizenship. To effectively enforce this requirement, the legislation provides for a “private right of action” empowering private citizens to bring a civil suit against election officials who refuse to validate one’s citizenship status. The SAVE Act will uphold electoral integrity, prevent unlawful voting, and restore public trust in the electoral system. It’s a crucial step towards protecting the integrity of our elections and ensuring that every vote cast is legitimate and representative of eligible American citizens. By addressing the vulnerabilities in our voting systems and maintaining accurate voter rolls, this legislation will help prevent unlawful voting and help to restore public trust in the electoral process. Republicans are committed to preserving the democratic principles upon which our nation was founded, and the SAVE Act is an important step toward doing just that.

This week, I was presented with Club for Growth’s Defender of Economic Freedom Award – recognition from the Club for Growth Foundation to Members of Congress who are dedicated to advancing the cause of limited government and economic growth. This recognition reflected my 100% score with Club for Growth. It is an honor to accept this award on behalf of the First District as I work to protect hardworking taxpayers, push back against the Biden Administration’s overreach, and fight to restore sanity out here in the swamp.

On July 12, 1862, President Abraham Lincoln signs into law a measure calling for the awarding of a U.S. Army Medal of Honor, in the name of Congress, “to such noncommissioned officers and privates as shall most distinguish themselves by their gallantry in action, and other soldier-like qualities during the present insurrection.” (History.com).
