This week we are back in full force to deliver for East Texans. Congress has just begun the 2nd Session of the 119th Congress. It is an honor to serve and represent Texas’ First District in 2026!
On the floor, I addressed the Crime Victims Fund Stabilization Act, bipartisan legislation strengthening and stabilizing funding for critical services that support victims across the country. By responsibly reinforcing the Crime Victims Fund, we are helping states and local organizations continue providing counseling, shelter, legal assistance, and other essential services to survivors.
In recent years, deposits into the Crime Victims Fund have become less predictable, creating uncertainty for states and victim service providers that rely on this funding. As a result, victim assistance programs nationwide face a $600 million funding shortfall. This legislation, passing the House with broad bipartisan support, will temporarily increase funding for the Crime Victims Fund by redirecting unobligated funds collected under the False Claims Act. The justice system can both punish lawbreakers and support victims.

In the past two weeks the House of Representatives has passed two appropriations packages. I was proud to vote for both funding packages and ensure our agencies have the resources they need. The legislation reduces funding for the relevant agencies while responsibly ensuring they have the resources necessary to continue President Trump’s agenda. For years, I have been vocal on the importance of the appropriations process. This is a strong step toward returning to regular order and restoring accountability in the appropriations process. We are moving further away from the Christmas omnibus that for years dominated Washington, D.C. This year, it looks like we will pass four separate appropriations packages by the time we complete the process.
Last week, House Republicans passed three FY2026 funding bills for Energy and Water Development, Commerce-Justice-Science, and Interior-Environment, by a vote of 397-28. These bills reduced overall spending for these appropriations bills compared to FY2025, while also implementing changes of policies and priorities to more closely align with conservative principles. Through common sense policies we are making our communities safer, supporting affordable and reliable energy, and responsibly managing vital resources. We are investing in water infrastructure, ports, and flood control nationwide. Congress must ensure we continue to effectively steward taxpayer dollars. Included in this appropriations package were two important projects for East Texas: - Shelby County Interoperable Communications Infrastructure Equipment
- This allocates $1,550,000 to provide for new interoperable radio infrastructure which will connect to the TxWARN network. TxWARN currently serves over 260 public safety agencies including military, federal, state, and local authorities. Shelby County will work with local partners to place new 700-800 MHz interoperable radio transmitting equipment on existing towers in Shelby County.
- Wright Patman Dam and Lake, TX; U.S. Army Corps of Engineers
- This allocates $500,000 to initiate a reallocation study to determine the feasibility of reallocating flood storage to water supply to provide the Riverbend Water Resources District (RWRD) and the city of Texarkana, TX the ability to store its new water right.

This week the House Republicans passed the two additional appropriations bills for FY2026, National Security-Department of State and Financial Services-General Government, by a vote of 341-79.
This legislation creates an unprecedented reduction in spending, while maintaining robust funding for our allies and countering our adversaries, including the CCP, Iran, and drug cartels. By ending wasteful spending on DEI policies and woke programming, the United States can refocus on an America First agenda. Importantly, this legislation also protects long-standing pro-life provisions as well as enhancing oversight and transparency over program implementation to ensure American taxpayer dollars do not fund abortions. We will modernize the Internal Revenue Service to better support taxpayers’ dollars and crackdown on fraudsters. Further, this will continue vital oversight of remaining COVID-era programs and funding streams to stop waste, fraud, and abuse of your hard-earned taxpayer dollars. This is a win for East Texas and America.

Collaboration Across East Texas
|
Earlier last week in Longview I joined the Texas First Regional Development Corporation (RDC). Together, we can strengthen regional collaboration and keep moving forward to bring more jobs and opportunities to East Texas. Texas First brings together Longview, Tyler, Lindale, Henderson, Kilgore, Marshall, and Mount Pleasant Economic Development Corporations, AR-TX REDI, AEP SWEPCO and Oncor. Their mission is simple—to coordinate economic development efforts. This mission will allow East Texas to attract and support new industries. Thank you to the economic development corporations who participated in the meeting. I look forward to continued collaboration.

This Week With Ways & Means
|
This week, the Ways and Means Committee marked up several bills including the Barcode Automation Act to improve IRS efficiency, the Ensuring Children Receive Support Act to restrict international travel for parents failing to provide child support, and the Supporting Pregnant and Parenting Women and Families Act to allow federal funding for pregnancy resource centers providing non-abortion support services.
Additionally, I spoke on H.R. 6431, the New Opportunities for Business Ownership and Self-Sufficiency Act, or NO BOSS, which eliminates the requirements that individuals exhaust regular unemployment compensation before accessing Self-Employment Assistance. This fosters entrepreneurship and economic self-sufficiency.

I also participated in a Ways and Means Trade Subcommittee hearing to discuss the role of trade policy in maintaining American innovation and technology leadership. Protecting intellectual property rests on a simple shared idea: when people create something of value their work requires protection. The United States must continue to push back against our adversaries’ efforts to depress the price of American innovation. One of the witnesses—the former Director of the USPTO—specifically mentioned two of my bills (the RESTORE Act and PREVAIL Act) as key steps needed to continue to protect American innovation.

The Latest on Main Street
|
I was thrilled to join the Vice Chair of the Main Street Caucus, my colleague Congresswoman Laurel Lee (FL-15), for the Main Street Spotlight Series. Main Street is about sound policy, not sound bites. I am proud to champion Main Street and deliver real results for East Texans. By lowering taxes and lowering regulations we are providing greater liberty for families, farmers, and businesses. The caucus delivers common sense, conservative policies to benefit all Americans.
