This week, I want to update you on crucial work underway for the country and the First District of Texas. I’m committed to addressing the pressing issues our district faces, and I'm proud to highlight key legislation, including some of my own, the House of Representatives has passed over the last three months. These bills tackle important challenges for both our district and the nation. I am hopeful they will swiftly move through the Senate and be signed into law by the President, bringing real benefits to our community.

No Technology for Terror Act
My legislation, the No Technology for Terror Act, was passed by the House of Representatives with strong bipartisan support and signed into law on April 24th. This bill has a critical aim: to make permanent the U.S. export control restrictions that prevent the re-transfer of American-made technology to Iran.
Recent reports have revealed that a substantial portion of components in recovered Iranian drones—such as those used and those supplied to Vladimir Putin—consisted of American technology, reaching up to 82%. This is deeply troubling as it indirectly aids Iran in developing drones and missiles used against our own servicemembers and allies abroad.
Ensuring that American technology remains out of Iran's hands is not just a matter of national security; it's a fundamental step in preserving peace and stability. The passage of the No Technology for Terror Act is a significant stride forward in our ongoing efforts to demonstrate the strength of our nation and compel the Biden Administration to take decisive action against the threat posed by Iran.

Rural Weather Monitoring Systems Act
With numerous storms ripping through the First District, I was proud to see the House pass my Rural Weather Monitoring Systems Act as part of the Weather Act Reauthorization Act of 2023. My bill will require a full-scale review of our current weather monitoring systems, and ultimately expand access to accurate weather monitoring systems that track life-threatening weather events. Currently, most weather monitoring radars are based around large cities and metropolitan areas, leaving small towns and rural communities like ours unprepared and more vulnerable to inclement weather. My legislation will provide a review of our current gaps and help the implementation of solutions in areas where coverage must currently be supplemented. Fighting for Election Integrity
In May, House Republicans took action to prepare for the upcoming elections. There's a strong emphasis on safeguarding our electoral integrity at all levels — especially given recent reports from cities such as Washington, D.C. The City Council allows noncitizens, including illegal immigrants and foreign diplomats, to vote in local elections.
The House passed H.R. 192 (prohibiting noncitizens from voting in D.C.), led by fellow Texan, Congressman August Pfluger, to address this issue and reinforce electoral security in D.C. Additionally, I am proud to support bills like the Safeguard American Voter Eligibility (SAVE) Act, promoting proof of American citizenship for voter registration, and the American Confidence in Elections (ACE) Act, aimed at enhancing election integrity nationwide, including measures like protecting political speech and ending practices like same-day registration and ballot harvesting.

Standing Up for Our Veterans Veterans are heroes who have answered the call to serve our nation, defending our values, safeguarding our freedoms, and protecting the American way of life. We owe them an immeasurable debt of gratitude every day. In May, I supported several initiatives to improve veterans' access to healthcare, expand educational opportunities, and reduce bureaucratic obstacles. Key bills included: - H.R. 3738 – Veterans Economic Opportunity and Transition Administration Act: Establishes a dedicated administration to help veterans transition to civilian life by managing education, employment, and housing programs within the Department of Veterans Affairs.
- H.R. 1767 – Student Veteran Benefit Restoration Act: Restores VA education benefits for student veterans unable to complete their courses due to school closure or program ineligibility.
- H.R. 4016 – Veteran Fraud Reimbursement Act: Requires the VA to reissue benefits in cases of fraud by a fiduciary, regardless of VA negligence.
We must remember the sacrifices veterans and their families make, not just on the battlefield, but also at home throughout their lives. Standing for the Unborn
Life is precious, and I will always stand up to protect it. I led nearly 40 House Republicans in introducing a resolution to condemn the Biden Administration’s Food and Drug Administration (FDA) for reducing patient safeguards for dangerous abortion drugs and jeopardizing the health of women and girls.
The Biden Administration’s reckless disregard for the value of human life was evident in the dangerous pro-abortion policies it promoted at any cost. Defending life is one of my top priorities, and I was proud to introduce this resolution to hold Biden accountable for his administration’s utter disregard for the unborn and the health of women and girls.
Chemical abortions accounted for half of all U.S. abortions, typically using mifepristone followed by misoprostol. The FDA approved mifepristone in 2000, fast-tracking it without required studies on minors or safety, exceeding its authority and risking women's health.
In 2016, the FDA weakened safeguards, allowing non-physicians to prescribe the drugs, reducing mandatory office visits from three to one, and eliminating the need to report adverse events. On November 18, 2022, health care organizations and doctors sued the FDA, arguing it prioritized politics over science. Unfortunately, the Supreme Court ruled in favor of the FDA 9-0 earlier this month.
In 2023, the FDA further relaxed standards, removing the requirement for in-person dispensing of mifepristone, which prevented health care providers from confirming pregnancy, assessing for ectopic pregnancy, checking for IUDs, evaluating Rh status, and ensuring proper surgical intervention if chemical abortion fails.
In response to these dangerous decisions by the FDA, I introduced a House resolution to hold the agency accountable for its actions. This legislation was endorsed by Susan B. Anthony Pro-Life America, Conservative Political Action Conference (CPAC), March for Life Action, Students for Life Action, Americans United for Life, National Right to Life, Heritage Action, and Live Action.

Voting to Hold Merrick Garland in Contempt Earlier this month, the U.S. House of Representatives voted to hold Merrick Garland in contempt for refusing to comply with congressional subpoenas to protect President Biden. Merrick Garland refused to produce documents, records, and materials to the Committee on the Judiciary relating to Special Counsel Hur’s detailed report on President Biden and his mishandling of classified documents.
I voted in favor of holding him in contempt because I believe it is essential to maintain the integrity of our oversight process and ensure transparency and accountability within the special counsel’s office. Congress is obligated to determine what materials it needs to conduct its own investigations, and we must enforce the rule of law if someone is refusing to comply with lawful congressional subpoenas.
