Dear East Texas,
This week, the House of Representatives unanimously passed my Tax Court Improvement Act! I introduced this bipartisan legislation in September with Democratic Representative Terri Sewell (AL-07) to ensure the burden was lifted off American taxpayers' shoulders at the Tax Court. For too long, the Tax Court has been outdated and inefficient, and American taxpayers have paid the price. This legislation delivers long-overdue updates that modernize the Tax Court system (which exists to provide a faster and less expensive way for taxpayers to challenge certain IRS findings instead of going through a much more expensive and drawn-out federal district court case), ensuring greater fairness and integrity, and delivering real results for the American people.

The bill makes four commonsense reforms to improve the Tax Court process: Equitable tolling of deadlines – Gives the Tax Court discretion to extend filing deadlines when taxpayer reciprocity requires it, such as during courthouse closures or extraordinary circumstances. Expanded role for special trial judges – Allows more types of cases to be heard by special trial judges upon consent of the taxpayer, as well as limited contempt authority to ensure compliance with court orders. - Judicial disqualification standards – Holds Tax Court judges to the same recusal standards as other federal judges, increasing public confidence in the system.
- Subpoena authority before hearings – Empowers Tax Court judges to require documents earlier in the process, which will help settle cases faster and save taxpayers time and money.

Earlier this year, I reintroduced the Principles-Based Balanced Budget Amendment (PBBA) to address the runaway spending in Washington. When I came to Congress our national debt was $33 trillion—and since then it has risen to over $38 trillion. The blame for this debt lies both with Republicans and Democrats over the past two decades.
This week, I spoke at the House Budget Committee “Member Day” Hearing to discuss the importance of this legislation. Our continued spending poses a great threat to the economic freedom of America. Congress has the responsibility to properly steward taxpayer dollars.

The PBBA provides a 10-year deficit phase-out once ratified by the states, allows for emergency deficit spending with two-thirds support in both the House and Senate and empowers Congress to determine specific policies for achieving balance.
The seriousness of this self-inflicted wound calls for bold, principled action, and that's what my PBBA meets this moment. It’s time for Congress to balance its budget, the same way Americans do every year with their families and businesses.

Global Competitiveness to Strengthen American Workers and Businesses
|
This week, I joined the Ways and Means Tax Subcommittee to discuss the importance of pro-growth international tax policy created by the Tax Cuts and Jobs Act and made permanent by the Working Families Tax Cuts Act. The policies we discussed are directly related to the increase in wages and jobs, as well as the supercharged economy that we have seen in both of the Trump Administrations.
Former Chairman of the Ways and Means Committee, and fellow Texan, Kevin Brady, was one of the witnesses for the hearing. His leadership as Chairman was crucial to the passage of the Tax Cuts and Jobs Act (TCJA) in 2017. His insights into what led Congress and President Trump to change these tax policies was invaluable. The reason for these changes to tax policies: America-Last policies were forcing American manufacturing, jobs, and tax dollars offshore.
Since the Tax Cuts and Jobs Act, companies are encouraged to keep valuable capital and intellectual property (IP) in the United States. However, as I mentioned in the hearing, there are still strides that need to be made to make it easier for companies to onshore all their IP and capital—bringing even more jobs and manufacturing back to the United States.
It was great to talk with former Chairman Brady on how we can continue advancing pro-growth tax policy and making smart adjustments that help American businesses invest, innovate, and compete.

House Republicans voted this week to protect our children from foreign influences infiltrating the classroom. The Chinese Communist Party and other foreign adversaries have no place in our children’s education.
By safeguarding the education system from these foreign influences, House Republicans are ensuring parental rights remain intact. It is vital we understand how this may be impacting our child’s classroom. There is no place for this in America. There is no place for this in East Texas.
These are all commonsense reforms, safeguarding our children and securing a strong future for our democracy. The infiltration of communism at all levels of education are disastrous, but especially detrimental when taught to children at such a young age. House Republicans continue to champion transparency and securing our future.
H.R. 1049, Transparency in Reporting of Adversarial Contributions to Education Act, introduced by Rep. Bean (FL-4), would require local education entities to notify parents of their rights to request information regarding foreign influences in schools. H.R. 1069, PROTECT Our Kids Act, introduced by Rep. Hern (OK-1), prohibits federal education funding for any elementary or secondary school that receive support from the Chinese government.

House Republicans are reducing red tape and lowering costs for small businesses and companies. This is a win for hard working families across America. Reducing these regulatory burdens will allow small businesses to thrive. Under the Biden Administration useless and harmful policies put red tape around small businesses.
The Small Business Regulatory Reduction Act prevents the Small Business Administration (SBA) from issuing regulations that will increase costs for small businesses, making America more affordable for hardworking Americans.
The DUMP Red Tape Act empowers small businesses to hold federal agencies accountable through a dedicated hotline for small business owners to report overly burdensome or unnecessary federal regulations to the SBA.
Both pieces of legislation passed this week will ensure burdensome reports will not be required and costly regulatory changes will not be placed on small businesses. Reducing these regulatory burdens and increasing transparency provide more liberty to hardworking American taxpayers.

Organ donors are saving the lives of thousands of Americans each year. This week's Ways and Means Oversight Subcommittee hearing examined Organ Procurement Organizations (OPOs) which are the not-for-profit organizations responsible for performing or coordinating the procurement, preservation, and transportation of organs. It is necessary to understand the current procedures and laws they follow because of their tax-exempt status. Many OPOs are abusing the system for their own benefit, leaving donors and donor families shattered.
Multiple whistleblowers provided testimony of abuses like organ recovery from patients still showing signs of life, skipped waitlist patients, and consent violations. Exposing these bad actors, giving voice to whistleblowers, and bringing accountability through oversight is critical in this moment to bring needed change.
Organ donation is one of the final selfless acts a person or family can commit for another person. Congress has a responsibility to ensure these procedures are free from waste, fraud, and abuse.
