The House of Representatives is back from the August District Work Period, and House Republicans are focused on advancing legislation to counter the growing threats from the Chinese Communist Party (CCP). The CCP's ongoing economic espionage, influence over U.S. educational institutions, and attempts to buy up our farmland demand urgent legislative action. This week, I supported several key bills aimed at protecting American interests and values against dangerous foreign actors. These bills are essential for safeguarding our national security, economic integrity, and American priorities.
The No WHO Pandemic Preparedness Treaty Without Senate Approval Act - This legislation addresses the troubling prospect of the World Health Organization (WHO) gaining more influence over U.S. pandemic policies. I was proud to cosponsor and vote for this legislation both in committee and on the House floor. Despite the WHO’s prior praise for China's handling of COVID-19—in the face of clear failures and misinformation—the organization is now negotiating a global convention that could significantly impact how the U.S. manages future health crises and essentially hand over our sovereignty. Representative Tom Tiffany’s H.R. 1425 seeks to ensure that any such agreement made by the WHO is treated as a formal treaty requiring ratification by the U.S. Senate. This legislative measure is crucial for preserving U.S. sovereignty and maintaining control over our domestic health policies. By requiring Senate approval, the bill aims to prevent any international agreement from undermining American authority and ensures that the U.S. retains the final say in how it responds to pandemics, protecting our national interests and the wellbeing of our citizens. The DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act - Confucius Institutes, which are funded by the CCP, have been implicated in espionage and propaganda efforts aimed at influencing U.S. education systems. Although the number of active Confucius Institutes in the U.S. has decreased, many American universities and local school districts across the country still maintain relationships with entities linked to the CCP. To address this ongoing threat, fellow Texan, Representative August Pfluger introduced H.R. 1516 to restrict federal funding to educational institutions with such connections. This legislation is designed to safeguard national security by preventing adversarial influence and protecting the integrity of American higher education. The Protecting American Agriculture from Foreign Adversaries Act of 2024 - Chinese ownership of U.S. farmland has surged in recent years, raising serious concerns about both our national and food security. This growing foreign control poses risks not only to the safety of America’s food supply but also to national security, especially as some of these properties are located near military installations and critical infrastructure. In response, Representative Dan Newhouse introduced H.R. 9456 to enhance the monitoring and management of transactions by foreign adversaries of agricultural land. The legislation proposes stronger tracking mechanisms to ensure transparency regarding foreign land acquisitions and mandates a comprehensive review by the Committee on Foreign Investment in the United States (CFIUS), and the Secretary of Agriculture, for such purchases by foreign adversaries. This measure is crucial to protecting American agriculture, preventing potential threats to national security, and ensuring that foreign entities do not compromise U.S. food supply chains and strategic assets.

The honor of attending a service academy comes with the obligation and commitment to serve in the military for a minimum of five years upon graduation. Members of Congress may nominate candidates for appointment to four of the five U.S. service academies: U.S. Military Academy (USMA), West Point, NY; the U.S. Naval Academy (USNA), Annapolis, MD; the U.S. Air Force Academy (USAFA), Colorado Springs, CO; and the U.S. Merchant Marine Academy (USMMA), Kings Point, NY. The fifth service academy, the U.S. Coast Guard Academy (USCGA), New London, CT, does not require a congressional nomination for appointment. This week, House Foreign Affairs Committee Chairman Michael McCaul released a report on the Biden-Harris Administration’s botched withdrawal from Afghanistan, revealing that despite ample warning, the Administration prioritized optics over security. This failure led to a chaotic evacuation, the deaths of 13 U.S. servicemembers and 170 Afghans in a terrorist attack, and damage to U.S. credibility. If you want to read the full report, click HERE. On Tuesday, Speaker Mike Johnson and Representative Lisa McClain honored each of the 13 American servicemembers who died three years ago at Abbey Gate with Congressional Gold Medals. We owe these families so much more. But this step of gratitude and recognition is important to make sure these families know that we will not forget the service and sacrifice of their loved ones, and we honor it.

On September 11, 2001, nearly 3,000 lives were lost in New York City; Arlington, Virginia; and Shanksville, Pennsylvania. Each year, we honor their memory and the legacy of the first responders and passengers of Flight 93, whose bravery and selflessness inspire us. As we remember the fallen, let us live with compassion, courage, and unity, striving for a world of peace and understanding. I often visit the Flight 93 Memorial located in our nation’s Capitol building. I’m reminded of the bravery and selfless service from those who acted rather than allow terrorists to crash into the Capitol building. It’s a somber reminder of what could have been, had the courageous men and women on Flight 93 not come together to divert that flight, saving hundreds of lives. On September 8, 1900, Galveston, Texas, was struck by a catastrophic hurricane that is estimated to have killed around 8,000 people, though some estimates suggest the death toll could be as high as 12,000. This event is considered the deadliest natural disaster in U.S. history. The hurricane, known as the Great Galveston Hurricane, devastated the city with powerful winds and a massive storm surge, leading to widespread destruction and loss of life.
