This past week in Washington was dubbed “Crypto Week”, and for good reason.


As your representative, I remain committed to advancing a smart framework for digital assets that encourages innovation, protects consumers, and upholds our foundational freedoms. As a proud co-sponsor, I voted in favor of the Anti-CBDC Surveillance State Act: a strong, necessary step that prevents the federal government from issuing a digital currency.  This will ensure that any future financial innovation comes from the private sector and does not give rise to invasion of privacy and Chinese-style surveillance.


A Central Bank Digital Currency (CBDC) would give the federal government unprecedented access to Americans’ personal financial data. It could even be programmed to block or limit transactions deemed politically inconvenient. That is not acceptable.


This bill stops that cold by:

  • Prohibiting the Federal Reserve from issuing a CBDC directly to individuals—protecting citizens from government-run banking.
  • Banning the use of intermediaries to sneak around that restriction.
  • Blocking the Federal Reserve from using a CBDC as a backdoor for implementing top-down monetary policy that could bypass the will of Congress.

This bill sends a clear message: America will not become a surveillance state.

 

Bringing Clarity to Crypto: Leading on the Ways and Means Committee

 

Last week, I had the opportunity to question expert witnesses at a Ways and Means Oversight Subcommittee hearing focused on how to make America the crypto capital of the world. This hearing revealed that we need clarity, predictability, and fairness in the tax treatment of digital assets, especially as it relates to staking, a rapidly growing area of blockchain technology.  Staking is an important part of each digital transaction because it deters fraudulent transactions and rewards participants who bring more accountability to these transactions.

Right now, the IRS taxes staking rewards twice—once as ordinary income when rewards are earned, and again as capital gains when they’re sold. That’s like taxing a farmer for crops when they’re harvested—or taxing a baker when the loaf of bread comes out of the oven instead of when it’s sold. That’s just not how the tax code should work in a free market society. 


During the hearing, I pushed for:

  • Clear guidance on the when and how the IRS should tax a staking reward; and
  • Tax clarity that encourage onshore investment and innovation by those working in digital currency—not confusion and uncertainty that forces it overseas

Crypto is here. And, I intend to make sure the United States leads with freedom, innovation, and common sense.

Investing in Our Troops and Defending American Values

 
 

The Defense Appropriations Act passed the House of Representatives this week as part of our broader effort to shape a more effective and accountable Department of Defense. House Republicans continue to confront growing threats at our borders and abroad and I stand behind the brave men and women who wear our nation’s uniform.


Here’s what the bill does:

  • Raises basic pay for all military personnel by 3.8%, effective January 1, 2026. This historic pay increase is about more than dollars, it’s about dignity. It strengthens military readiness, supports stability for families, and reduces the burden of constant relocations.
  • Delivers $1.5 billion to fight drug trafficking and manufacturing, including critical increases for the National Guard Counterdrug Program. These resources will help combat international actors who fuel violence, addiction, and the flow of deadly fentanyl across our communities.
  • Restores the rule of law by repealing the Biden Administration’s unlawful memorandum that funded abortion travel for servicemembers and their dependents. For over four decades, federal law has rightly prohibited Department of Defense funds from being used for elective abortions. This commonsense protection had broad bipartisan support, until President Biden chose to ignore it. This bill restores that legal and moral clarity.

The Defense Appropriations Act also codifies key executive orders from President Trump, ensuring the military stays focused on its core mission—not political agendas—and continues to advance the America First vision of strength, sovereignty, and service.

 

Continuing to Honor Kerr County

Even as the waters recede, our hearts remain with the people of Kerr County and the surrounding communities in Central Texas. This week, I joined the Texas delegation on the House floor to hold a moment of silence in honor of the victims of the catastrophic flooding, and to deliver floor remarks on the flooding tragedy.

I want to once again express my deepest gratitude to the first responders who rushed toward danger—firefighters, law enforcement, EMS personnel, and everyday Texans—each of them answering the call when it mattered most. Their courage saved lives and reminded us all what it means to serve others in the face of tragedy.


Equally moving were the neighbors, church groups, and good Samaritans who became heroes overnight--helping families evacuate, providing shelter, and showing up in quiet, meaningful ways.


In the days and weeks ahead, we must continue to stand shoulder-to-shoulder with these communities, not just in thought and prayer, but in tangible support. The people of Kerr County will rebuild, and we will be there every step of the way.

This week, Christians Engaged and 1630 led a young adult trip to Washington, where I had the honor to share my own faith journey and political journey. Christians Engaged equips believers in Jesus Christ to pray for our nation, vote in every election to impact our culture, and engage in civic education or involvement.

These core principles have one goal—to better our communities. Civic involvement is key and actively allows us to shape our tomorrow.


It was inspiring to stand among other young leaders who are passionate about both their faith and the future of our nation. We are reminded our voices matter. Not just in the ballot box, but in every public forum in our nation. This generation has the opportunity to lead with integrity and purpose, and I’m grateful to them for their leadership.

Congressional App Challenge

 

Apply today for the Congressional App Challenge. The Congressional App Challenge (CAC) is a competition aimed at encouraging U.S. high school students to create and submit their own app for the chance at receiving national recognition. This annual competition is hosted by Members of Congress as a way to encourage students to learn how to code and develop a digital project from start to finish. Students are able to compete on their own or as a team of up to four of their peers.


Students enrolled in middle or high school by the last day of the competition, ending on October 30th, 2025, may participate in the Congressional App Challenge.
