Dear Friends,
Monday marked two years since Roe v. Wade was overturned, signaling a huge victory for life! Thanks to pro-life laws, more than 200,902 abortions have been prevented nationwide since the 2022 United States Supreme Court opinion in Dobbs v. Jackson Women’s Health Organization.
|
As of June 20, 2024, 14 states have banned abortions altogether; 7 states have implemented gestational limits between 6 to 18 weeks; in total, 21 states defend life at 18 weeks or sooner thanks to the Dobbs decision; and about half of states still allow abortions with limited exceptions after 22 weeks. It is imperative that we continue to work state by state to reduce the number of abortions and provide hope to mothers and life to unborn children.
In Texas alone, before the Dobbs decision, there were more than 4,400 abortions per month. Post-Dobbs, there are now only 5 per month, a 99.8% decline in abortions.
Every life saved is a reason to celebrate! Life is precious, and as a man of faith and father of four beautiful children, I am proud to stand for the sanctity of life and in support of all children. Republicans want to emphasize responsibility rooted in morality. We are focused on terms of hope, and support for women, infants, and children – both before and after birth. I recognize that there is a Creator in this world who created us for a specific purpose. In a Christian worldview, before we were formed, God knew us. He appoints us to something specific in this life.
Life begins at conception, and each of these innocent lives has an individual calling divinely given by God. It is for the mothers and fathers, the brothers and sisters, to make a family what it is. It is what makes us humans, filled with compassion and empathy for life. Far be it from us to prevent any life from fulfilling their calling or being a part of a family. I will continue to fight for the lives of our children and for the churches and organizations that provide hope and resources to new and expecting mothers.

This week, the U.S. House of Representatives voted on Fiscal Year 2025 appropriations bills to signal a steadfast commitment to national security, leadership on the world stage, and fiscal responsibility. By prioritizing critical investments in border security, defense capabilities, and allied partnerships, we strengthen our role as a beacon of stability and freedom in the world. These bills embody our resolve to confront challenges, bolster our defenses, and forge a secure and hopeful path forward.
H.R. 8774, The Department of Defense Act, promotes a strategic approach to U.S. foreign policy that strengthens alliances to counter our adversaries, while cutting spending on unnecessary and ineffective programs. This legislation includes funding for our military’s modernization of nuclear weapons, provides for a pay raise for our troops, and prioritizes initiatives that counter China’s aggression against the U.S. and our allies. These investments are critical for U.S. deterrence and readiness in the face of tyrannical threats. The bill provides support for Israel and Taiwan, while also focusing on Indo-Pacific security.
Importantly, it cuts $18 billion in unjustified and wasteful spending items included in the President’s budget, prevents funding for illegal immigrants to be housed on military installations, and eliminates woke policies put in place by the Biden Administration. Some of these woke initiatives include funding sex changes, DEI programs, Covid-19 vaccine and mask mandates, and use of taxpayer funds to pay for abortion-related travel authorized by the Secretary of Defense’s memo. By reallocating funds and cutting wasteful spending, this legislation bolsters America's role as a leader in promoting freedom, security, and prosperity worldwide.
H.R. 8771, Department of State, Foreign Operations, and Related Programs Appropriations Act, focuses on enhancing military readiness and innovation while eliminating unnecessary international spending on organizations that do not support U.S. interests. H.R. 8771 aims to eliminate $761.6 million in funding for the United Nations’ regular budget, terminate eight specific accounts such as the Emergency Refugee and Migration Assistance Fund, and cut over 18 programs including the Organization for Economic Cooperation and Development (OECD), UN Educational, Scientific and Cultural Organization (UNESCO), and UN Environment Fund. It also prohibits funding for Special Envoys, Representatives, Coordinators, and Advisors unless explicitly authorized by the Senate. Additionally, it blocks funds for climate initiatives like the Green Climate Fund and prohibits funding for the Wuhan Institute of Virology, EcoHealth Alliance, gain-of-function research, and labs in adversarial nations like China, Iran, Russia, North Korea, or Cuba.
By prioritizing investments in advanced technologies and key defense assets, the bill ensures the Pentagon remains focused on its core mission and ensures resources are dedicated to safeguarding our nation and supporting our warfighters. This comprehensive approach aims to strengthen U.S. national security, support servicemembers, and uphold American values.
H.R. 8752, The Homeland Security Appropriations Act, dedicates significant resources to fortify America's borders and enhance national security. With $600 million allocated for wall construction and additional funds for Border Patrol agents, technology, and custody operations, this bill aims to address the crisis at the southern border with the seriousness it requires. Additionally, it rejects funding for Green New Deal initiatives, saving $30 million in taxpayer funds, while cutting useless bureaucratic projects in order to save over $200 million for American taxpayers. This bill also prevents woke initiatives from being funded by our government. It prohibits funding abortions and gender-affirming care, including hormone therapy and surgery, for illegal immigrants detained by ICE.
These appropriation bills secure good conservative wins and embody a hopeful vision for America's future security and prosperity. By fortifying our borders, strengthening national defense, and safeguarding conservative principles, they demonstrate a steadfast commitment to protecting our nation and promoting peace worldwide. As we navigate international challenges and uphold American values, these legislative efforts inspire confidence in our ability to confront adversity and emerge stronger, ensuring a promising future for generations to come.

This week, I spoke to 30 high school students from across the country as part of the Heritage High School Fellowship program. It was a unique privilege to talk with these young people about my path to public service and the life lessons I have learned along the way. I enjoyed sharing my story with them and reminding them to follow God’s will for their lives.
Each of these young people has an eternal calling, whether that leads them to Washington, D.C., or somewhere else in this country. I stressed the importance of remaining true to your principles, following your dreams, and never forgetting to seek God as you journey through life. It was an honor to speak to these students, and I appreciate The Heritage Foundation for having me.

Each spring, the Congressional Institute holds a nationwide high school visual art competition to celebrate and promote artistic talent across the country and within each congressional district. Since its inception in 1982, the Artistic Discovery competition has seen more than 650,000 high school students participate. Students submit their artwork to their respective representative's office, where panels of local artists select the winners. These winners are honored both in their home district and at an annual awards ceremony in Washington, D.C., with their winning pieces displayed at the U.S. Capitol for a year. Featured is the First District’s very own Everett Murrieta from Chapel Hill ISD in Tyler, Texas, titled "Collection of Contemplation."
We are proud to showcase Everett’s art in our nation’s Capitol building. Way to represent East Texas with your God-given talents, Everett!

On June 28, 2007, the United States removed one of its most commonly-used national symbols from its List of Endangered and Threatened Wildlife. The de-listing of the Bald Eagle, which had been close to vanishing from North America around the middle of the 20th century, was one of the most notable wildlife rehabilitation efforts in American history.
