Moran Introduces SES Reform Act of 2012
Bill to improve recruitment, retention of senior government employees
Washington, DC – Congressman Jim Moran, Northern Virginia Democrat, today introduced the “Senior Executive Service Reform Act of 2012” to improve recruitment and career development of Senior Executives. The legislation would overhaul outdated practices throughout the entire Senior Executive Service (SES), including the hiring process, candidate development, Onboarding programs, compensation and diversity. Signing on as original cosponsors are Representatives Gerry Connolly (D-VA) and Chris Van Hollen (D-MD).
“In the next four years, well over half of our Senior Executive Service will be eligible to retire,” said Rep. Moran. “In order to recruit the best and brightest to high-level civil service, the Federal Government must improve the working environment for the Senior Executive Service. The long-awaited reforms in this legislation will ensure we have qualified individuals to replace SES employees planning to retire.”
According to the Partnership for Public Service, approximately 64 percent of the nearly 7,100 Senior Executives will be eligible to retire by 2016.
The SES Reform Act of 2012 will address work/life balance, pay compression and career development through a series of reforms including:
- Strengthening Candidate Development Programs through mentoring and succession planning;
- Requiring two-year diversity improvement plans within each agency;
- Providing a pay increase equal to the annual average GS pay raise, for SES personnel rated “fully successful”;
- Eliminating the cumbersome Executive Core Qualification narratives for initial applications to SES; and
- Providing clarity in the SES rating system, giving employees a full evaluation of SES employee job performance
“Republican efforts to unfairly target our federal workforce in the name of deficit reduction have significantly damaged job satisfaction - only 6 percent of college graduates recently polled want to work for the government,” Moran continued. “The Federal Government can compete with the private sector only if we improve career development and advancement opportunities for those already in or considering civil service.”
"Reform of the Senior Executive Service is long overdue,” said Rep. Van Hollen. “We should modernize the system and bring it into the 21st century – improvements will help both employees and the American taxpayers."
“We need to make sure that the Senior Executive Service will continue to attract the best and the brightest from inside and outside the federal government,” said Rep. Connolly. “With nearly 40 percent of those at the SES level reaching retirement age, we must make sure that federal service remains competitive with the private sector.”
The SES Reform Act of 2012 has also received support of the Partnership for Public Service and the Senior Executive Association.
